उत्तराखण्ड पुलिस ने साइबर अपराधियों की चाल से निपटने के लिए पाँच राज्यों से मांगे सुझाव
देहरादून। उत्तराखण्ड पुलिस ने साइबर अपराधियों की चाल से निपटने के लिए पाँच राज्यों से सूचना और सुझाव मांगे है। गौरतलब है कि 2 अक्टूबर की शाम को प्रदेश का आईटी सिस्टम ठप हो गया था। चार पांच दिन एक्सपर्ट्स के जूझने के बाद सरकारी साइट्स शुरू हो पायीं । इस बीच साइबर अपराधियों ने हैक किये डेटा के बदले फिरौती की मांग भी कर डाली। हालांकि, डेटा को लेकर शासन का कहना है कि उसे रिकवर कर लिया गया है। लेकिन सूत्रों का कहना है कि काफी डेटा हैक हुआ है। बहरहाल, कई।पुरानी साइट्स ठप बताई जा रहा हैं।आईटी सिस्टम को सुरक्षात्मक व सुदृढ करने के लिए राज्य सरकार को नये सिरे से मशक्कत करनी पड़ेगी।
इस बीच, उत्तराखण्ड पुलिस ने साइबर अपराधों की चुनौतियों से निपटने के लिए अपने साइबर अपराध तंत्र को सशक्त करने की दिशा में एक महत्वपूर्ण पहल की है। पुलिस महानिदेशक अभिनव कुमार ने पाँच राज्यों (महाराष्ट्र, कर्नाटक, तेलंगाना, हरियाणा, हिमाचल प्रदेश) के पुलिस महानिदेशकों को पत्र लिखकर साइबर अपराधों के प्रभावी नियंत्रण हेतु उनके राज्य में उठाए जा रहे कदमों की विस्तृत जानकारी माँगी है। विभागीय सूत्रों ने बताया कि यह कदम उत्तराखण्ड में साइबर अपराधों की रोकथाम और प्रबंधन में सुधार लाने के प्रयासों का हिस्सा है।
पत्र में विशेष रूप से यह जानकारी मांगी गई है:
1. साइबर अपराधों का विस्तृत विवरण:
विगत तीन वर्षों में सूचना प्रौद्योगिकी अधिनियम, 2000 के अंतर्गत पंजीकृत साइबर अपराधों के साथ-साथ अन्य संबंधित भारतीय दंड संहिता (IPC) और बीएनएस (BNS) के तहत अपराधों की जानकारी। इसमें प्रत्येक राज्य से संख्यात्मक विवरण प्रदान करने की अपील की गई है ताकि साइबर अपराधों का तुलनात्मक विश्लेषण किया जा सके।
2. बुनियादी ढांचे का विवरण:
पुलिस स्टेशन, जिला और राज्य स्तर पर साइबर अपराधों के नियंत्रण हेतु बनाए गए तंत्र की जानकारी, जिसमें साइबर अपराध इकाइयों की स्थापना, प्रशिक्षित कर्मियों की नियुक्ति और उपलब्ध तकनीकी संसाधनों का विवरण शामिल है।
3. विशेष व्यवस्था और प्रोटोकॉल:
किसी भी बड़े साइबर संकट जैसे महत्वपूर्ण बुनियादी ढांचे पर हमले, डेटा उल्लंघन और रैंसमवेयर जैसी घटनाओं से निपटने के लिए अपनाए गए प्रोटोकॉल एवं व्यवस्थाओं की जानकारी भी मांगी गई है। इसके अतिरिक्त, संकट प्रबंधन टीम और निजी क्षेत्र के विशेषज्ञों या राष्ट्रीय एजेंसियों के साथ साझेदारी के विवरण की भी माँग की गई है।
पुलिस महानिदेशक अभिनव कुमार ने बताया कि यह पहल उत्तराखण्ड राज्य में साइबर अपराधों की रोकथाम और उन पर प्रभावी नियंत्रण स्थापित करने के लिए आवश्यक कदम उठाने की दिशा में उठाई गई है। अन्य राज्यों से प्राप्त जानकारी के आधार पर उत्तराखण्ड पुलिस साइबर अपराध से निपटने की अपनी कार्यप्रणाली में आवश्यक सुधार और बदलाव करेगी।
साथ ही यह आपसी सहयोग राज्यों के बीच साइबर अपराधों की चुनौती से निपटने की दिशा में एक महत्वपूर्ण कदम साबित होगा और इस क्षेत्र में उभरते नए खतरों को अधिक प्रभावी ढंग से नियंत्रित किया जा सकेगा।
